The plant is responsible for Hammanskraal's water supply.

The community, north of Tshwane, is dealing with a cholera outbreak that's claimed the lives of 23 people.

Two deaths were also reported in the Free State and Mpumulanga.

Speaking at a media briefing on Thursday, Brink said plant upgrades will be expensive.

"Importantly there was also mismanagement at Rooiwal which has to be faced, and if we don't meet that or change that we will simply be repeating past mistakes.

"There were also very instances of tender irregularities which had the effect of making what now needs to be done more complicated and more expensive."

The source of the outbreak hasn't yet been determined.

Water and Sanitation Minister Senzo Mchunu says investigations are continuing,

"In this instance, we sought to appoint the water research commission, as far as I know they have started doing that and are estimating it will take two week but they will confirm that."
