Mbalula defends AARTO, says govt will appeal

Transport Minister Fikile Mbalula has defended the Administrative Adjudication of Road Traffic Offences (AARTO) Act.
The
act was recently declared unconstitutional by the High Court in Pretoria.
Speaking on Tuesday, Mbalula said the act is necessary in the fight to reduce the carnage on the country's roads.
"The importance of AARTO in driving behaviour changes in motorists and providing these incentives for unbecoming conduct can not be overemphasised.

“It is for this reason that we have decided to appeal the ruling of the Pretoria High Court declaring that AARTO act unconstitutional and invalid.”
Mbalula said the act and its amendment are the final piece of the puzzle in the implementation of a new road management system.
“The importance of AARTO in driving behaviour change of motorists and providing disincentives for unbecoming conduct cannot be over emphasised. It is for this reason that we have decided to appeal the ruling.”
