Madonsela on why schools are under-resourced

Public Protector, Thuli Madonsela believes the legacy of apartheid is not to blame for the state of the most poorly resourced schools in the country.
Madonsela was the keynote speaker at a function organised by teachers’ union, Naptosa in Durban at the weekend.
She feels maladministration is the chief culprit.
"Maladministration in that resources that are targeted towards schools are often diverted elsewhere. The appointment of the wrong people in itself is maladministration.
"Diverting of resources to other things through corruption, providing tenders to people who can't deliver the job has caused some of these problems," she said.
Madonsela says Section 237 of the Constitution is also being violated.
"Section 237 says constitutional responsibilities must be given priority and must be implemented with diligence. It means before we put money as a nation into nice do-tos, we have to ringfence money for education,"she said.
