"It is not my place to dictate to my successor where to go, but from what I have noted is that they will be an enhancing the process of involving the grassroots," says Madonsela.

Madonsela was speaking at the Press Club in Cape Town after she handed over the reins to Busisiwe Mkhwebane in October.

She also addressed the preliminary Absa report, saying an administrative error prevented its release while she was still in office.

Busisiwe's report into Absa's predecessor Bankkorp, alleging a bailout of billions of rands by the apartheid government, came to light last week.

"We had to answer the question of whether the money was legally recoverable. We firstly had to look at the behaviour of government on receiving the Davis report and receiving the Heath report to say 'was there wrongdoing in how those reports were dealt with' and based on that we arrived at the conclusion I arrived at," says Madonsela.

Madonsela, however, did not want to say whether the Absa report that was leaked was hers.

"I choose not to comment. I do have a view on that, but I choose not to comment about whether that report is the same as the one that I left," says Madonsela.

Mkhwebane has recommended that Absa repay more than R2 billion.
