On Thursday, the commission released the 88-page report into the deaths of 21 young people at a packed so-called pen's down party in an East London tavern in June 2021.

Most of the victims were teenagers.

The commission found that the liquor board, as a licence issuer, neglected its duty to protect vulnerable people from the illegal trade of alcohol.

The tragedy brought into sharp focus the issue selling alcohol to minors, among other things.

The provincial liquor board's Mgwebi Msiya says they are considering the commission’s findings.

"As soon as we have concluded the process of reviewing the report, we will issue out a detailed response on our view of the report as the Eastern Cape Liquor Board. We should be able to make it available to both the media and members of society."

The SAHRC has also 3found that in 2022, the Eastern Cape Health Department provided reports that created uncertainty among grieving families on the causes of the children's deaths.
