15 people lost their lives when a mini-bus taxi plunged down a bridge near Ballito before colliding with a train.
Authorities say a forensic investigation into the accident is underway.
The department's Kwanele Ncalane says it appears that the taxi driver lost control of the vehicle before the crash.

''It is quite a traumatic and a shocking incident and at this stage it is still very difficult to preampt what exactly happened but the MEC has dispersed a team to ensure that as the department of transport we are also on board.
''We would like to send our deepest condolences to all the affected families,'' he said.
At least 20 people were travelling in the taxi.
