Prior to the plan kicking in, Kaunda expressed concern over Inchanga following a series of alleged political killings.

The violence is thought to be linked to disputes between the SACP and ANC.

"What we did was to intensify the security in the area. During the festive season - we haven't received any reports which are unbecoming. Positive responses were received indicating that police were visible in the area and people were happy that they are secured. I know both provincial secretaries of the ANC and SACP held a meeting and discussions ensued in those meetings of how we can best manage the situation in the area," he said.
