The shooter was seen in CCTV footage which circulated online running away from the scene.
In Estcourt last week, traditional leader iNkosi Zwelakhe Ndaba was shot dead.
The department's Thando Biyela says the MEC is urging law enforcement agencies to speed up their investigations into these murders.
"Hlomuka says this is totally unacceptable and police haven't shown him that they are working around the clock to arrest these criminals. He also conveys condolences to Forbes and Ndaba family."
Meanwhile, ANC secretary-general Fikile Mbalula and other party members visited AKA's family yesterday. He's described the rapper's killing as a hit and called on anyone who may have information about the attack to contact the police.
