The Inkatha Freedom Party (IFP), which is leading the election race in 15 municipalities in KwaZulu Natal, has claimed victory in nine of them.
The IFP has claimed victory in Ulundi, Nongoma, Abaqalusi, Pongola, Jozini, Mtubatuba, Big 5 Hlabisa, Umfolozi and former president Jacob Zuma's hometown of Nkandla.
The party's Narend Singh says they promised to work aggressively to fix water supply problems in the province's IFP-led municipalities.
"In addition to winning a number of local municipalities, we are going to be taking over control of district municipalities and it is there where reasonability of bulk water provisions resides because the district municipalities work with the national government for water, electricity.
"Now that we have control of the districts, I think we are going to be much more aggressive in ensuring that there is a constant supply of bulk water to all the municipalities that we govern, and they distribute them effectively and efficiently to the communities."
