Minister in the Presidency Khumbudzo Ntshavheni says government is in the process of obtaining legal advice on the possible visit of Russian President Vladimir Putin.
Putin, who began his invasion of neighbouring Ukraine more than a year ago, has an arrest warrant against him from the International Criminal Court.
He is set to visit South Africa for the BRICS summit in August.

As signatories of the Rome Statute, South Africa would have an obligation to arrest Putin if he sets foot in the country.
"We cannot talk about what are the factors that we are considering as yet because we don't have the submission as cabinet on the matter of whether South Africa is considering withdrawing from the ICC."

"You will recall that South Africa started to table a bill which was in parliament for the withdrawal from the ICC, and the governing party went to the international conference an took a resolution not to withdraw and the bill has subsequently been withdrawn from parliament, I think three weeks ago."
