Correctional Services' National Commissioner Makgothi Thobakgale briefed the media in Cape Town on the latest developments in the case.
"Given the type of offender he is, we are placing a 24/7 surveillance on him and contact we him."
Bester was thought to have died in a fire at a Mangaung prison last year.
It was only recently discovered that he'd escaped and the body found in his cell was not his.

Magudumana, who was on the run with him, is due to appear in a Bloemfontein court on Thursday.
"It was illegal because there were no documents. They left the country illegally because nothing shows in any form of documentation that they left the county legally. Maybe they will explain as they come back and they are asked,” said Police Minister Bheki Cele.
