eThekwini's State of the City Address delayed

eThekwini's State of the City Address was delayed by more than two hours on Tuesday morning.
Mayor Mxolisi Kaunda was expected to address a hall full of councillors at 10am on Tuesday as he tables the draft Integrated Development Plan and Budget for the next financial year.
It's believed the Exco meeting lasted longer than expected.
Action SA councillor Alan Beesley believes no changes will be made.
"We are actually not too sure if the budget is actually going to be presented today or when it's going to be carried over. So it just seems a lot of confusion at the moment.
"It's scary for the residents when the council actually doesn't know what actually going and the executive council doesn't know what's going on."

Visvin Reddy from Adec says they will propose that the budget be deferred.
"The budget was changed in the last minute and as councillors we only received it late on Saturday evening, the new changed budget.
"This had not gone out for public comment - the new budget - and we believe that this goes against the municipal finance management act as well as the systems act."
