Kaunda says the city still falls short of its intended target of metro police officers.
"We must acknowledge and accept that when you talk about metro police, when they were established, the target number was 5000. We are just seated at 2000 officers. So that's why we want to increase the numbers so that on an annual basis we have four hundred up until we have reach 5000. The issue of safety is fundamental when you talk about the growth of the economy. You can't attract investors when your city is not safe. So therefore we are taking this as a very urgent matter."
