Updated | By Lauren Beukes
The Eastern Cape Liquor Board has officially laid a charge against the owner of the East London tavern where 21 young people died over the weekend.
Dozens of mostly teenagers had packed Enyobeni tavern to celebrate the end of exams when the tragedy happened.
The ECLB's Mgweba Msiya says the owner went against the Liquor Act, which prohibits the sale of alcohol to those who are underage.
"That is why we are adamant on the bases of our act that empowers us to take this kind of action in something like this."

"We have established beyond reasonable doubt that the young people that died in that establishment, the majority of them are under 18 years of age you even have a 13-year-old so that is why we could not hesitate to open a criminal cases against the liquor outlet."
Msiya has warned liquor traders to act responsibly and comply to the rules and regulations of the liquor board.
