Around 15 people have been found living in a bush along Riverside Road, in Durban North.
They were discovered along a riverbed by the local Community Policing Forum and a private security company.
The group had been living in eight shacks erected in the bush.
Acting Ward 36 Councillor, Shontel de Boer says she was shocked by the living conditions.

She says eThekwini's Land Invasion Unit was sent to the site.
"Some of them elected to move and some actually said they will do to the shelter. So they were taken to the Durban Central Shelter.
"We are planning to do regular operations there where we go in and make sure that people aren't invading illegally," says De Boer.
