Social Development says it is also considering opening a case against an Inanda family after a 17-year-old girl was set alight, allegedly by her mother.
Social workers removed the teen, who suffered burns to her body, from her home on Sunday.
The department says the mother's alleged to have poured paraffin on her daughter, and set her alight, apparently after an argument with the child.

Spokesperson Mhlabunzima Memela says the girl's 11-year-old sister who helped put out the fire, was also removed from the home.
"The department also intends to open a case against the mother as well as the accomplices because we are told that when the incident happened there were some family members who were at home but they did not assist or rescue the child.
"So far from the social workers, they say both children are in a very terrible state and traumatised hence they took a decision to keep them in a safe place."
