While unions and the municipality work out their differences, the mayor has apologised to residents affected by the work stoppage.

"My refuse was supposed to be collected on Thursday and up to today it still has not yet been collected, and obviously most residents do not bring their refuse back inside, so this creates a problem with dogs spreading it across the roads."
