Dept descends on arts college for operating illegally

The Department of Higher Education and Training says it's in the process of sending a warning letter to the Centre for Fine Art, Animation and Design - for illegally setting up campuses in other parts of the country.
It says the the college was originally only granted an operating license for Durban only - but that, that license is now null and void on the basis the college failed to submit its 2015 annual report.
The department says the college has been found to be unlawfully operating in Pietermaritzburg and Cape Town.

The Private Higher Education Institution's Shaheeda Essack says this amounts to fraud.
Essack says the Durban branch has until the end of December to wrap up its operation.
"The submission of the annual report is a legal requirement. It's required to include the evidence that the institution is financially viable, that it has filed its tax returns, the site is safe for reasons of health and safety, and that all the students records are up to date. If an institution does not submit an annual report, the regulator has no way of ensuring the students are protected," she says.
