The two-day event kicked off at the Oval Cricket Stadium in Pietermaritzburg on Tuesday, with AmaZulu King Misuzulu ka Zwelithini officially opening the KZN legislature.

Speaking ahead of the premier’s address, IFP KZN leader Blessed Gwala said he is not expecting much from the SOPA.

"My worry and my fear is the issue of the ANC lacking leadership because you take, for example, the issue of R1 billion that was returned back to the treasury. It means they do not have the capacity and there is no leadership in the ANC."

DA provincial leader Francois Rodgers said Dube-Ncube needs to come up with a plan on how to revive the provincial economy.

"The province is in dire financial strain; we're projecting a deficit for the first time, and I'm not sure if there is much money for promises. What I would like to hear from the premier is how is she going to balance the budget or ensure what money we have is actually utilised to once again address issues of unemployment, poverty and inequality."
