Councillors qualifications to be screened: COGTA

MEC for Co-operative Governance and Traditional Affairs, Nomusa Dube-Ncube made the announcement during her budget speech in Pietermaritzburg yesterday.

Dube-Ncube says municipalities in the province need to ensure that proper checks and background screenings are conducted before councillors are deployed.

She said COGTA will be embarking on a back-to-basics campaign to stabilise municipalities.

Dube-Ncube said a skills audit found that 238 councillors in the province do not have a matric.

COGTA's total budget for the 2018/2019 financial year came in at R1.7-billion.

It was also revealed that the province's residents and businesses owe municipalities more than R16-billion in outstanding debt.

Dube-Ncube says a report on fraud and corruption at municipalities is being drawn up.

"About six of those investigations are nearing completion and we have seen disciplinary action and recoveries taking place to the tune of more than R818,000," she said.
