uMkhanyakude and eMadlangeni, which are both under administration, have failed to pass their annual budgets.
Cooperative Governance MEC Sipho Hlomuka says he's concerned because they've missed their deadline for council approval, which was the end of June.

The department's spokesperson Senzelwe Mzila says the other worry is the impact on service delivery.
"MEC Hlomuka has directed the mayors of the two municipalities to provide written response of the causes of these failures.
"The failures by the two councils threaten the ability to provide services to communities. MEC Hlomuka will be giving a report to the provincial cabinet or provincial executive on measures that will be taken to remedy the situation."
