Co-governance has potential to hinder service delivery: Analyst

A Political Analyst believes that at times co-governance can procrastinate the delivery of services or delay the implementation of policies in place to ensure efficient service delivery.

There are 27 hung municipalities in the country after the Local Government Elections - 7 of them in KZN. Hung municipalities occur when one party fails to secure an outright majority. 


But Sanusha Naidoo says there is not necessarily a correlation between co-governance and poor service delivery.


"I think for the better part of local government there has never been a factor that plays a principle role in terms of whether or not it has undermined or held back service delivery," she said.


Naidoo says being in a co-governance partnership can be good as smaller parties force the larger ones to be more accountable.


"We have seen the EFF in a way deciding to go into a co-governance partnership by not deciding to go into a coalition because they have decided that they are going to use their presence in the different councils and through the seats that they have to hold the two parties accountable, she said.
