The Special Reference Group established to report on the causes of last year's xenophobic attacks in KZN wants a proposal to be set up to address gaps in the implementation of immigration based policies.
The group released its report in Durban yesterday.
Chairperson Judge Navi Pillay says relevant authorities must also sensitise stakeholders to promote respect for diversity and tolerance.

"We have poverty, inequality, and unemployment in our country so because of that we are going to have these tensions. There is no border control, people are coming in all the time.
"South Africa will always remain attractive to the rest of Africa so there has to be an action plan to be implemented now," she said.
The report compiled over seven months found the underlying tensions between local communities foreign nationals before the 2008 attacks have not been resolved.
