Godongwana is set to address the nation on the government's finances from Cape Town City Hall in the afternoon.

The business sector has urged the minister to continue working on cutting unneccesary expenditure.

Business Unity CEO Cas Coovadia says he hopes the budget will send a message out about cleaner forms of energy.

"Rather than continuing to utilise fossil fuels, although we all accept that our road to cleaner energy has been impacted by the geopolitical situation and our transition might take a bit longer, but we will transition to cleaner energy."

Coovadia says Godongwana needs to consider the financial requirements of cash-strapped Transnet with conditions.

We urge the Minister of Public Enterprise (Pravin Gordhan) to put in to place an executive who has the expertise and experience to ensure that Transet is managed effectively and efficiently.

"We believe the progress that we are making on the logistics side, particularly opening up space to the private sector to operate and manage some of our critical infrastructure, should be encouraged."
