In the latest incident, the body of local resident Baphithizile Mbatha was found after she was reported missing earlier this month.
MEC Nonhlanhla Khoza says gangs terrorising communities are known criminals.
In an appeal to law enforcement teams, the department's Mhlabunzima Memela says Mbatha's murder has sparked fear and anger among locals.
"We, therefore, call on the law enforcement agencies, especially the police in that area of Zululand, to work very hard to ensure that there are no criminals terrorising communities in these areas.
"Our province has been encountering a number of killings of women of this province as we see that is also happening in that area of Zululand."
