Fransman was found guilty of abusing his office for the purpose of attempting to obtain a sexual favour from a former employee, Louisa Wynand.
He was also reprimanded for making public statements which allegedly brought the ANC into disrepute.
The verdict follows Fransman's resignation as a member of the provincial legislature, in September.
