The group of people clad in ANC t-shirts stormed the venue, singing songs during an adjournment that was called following a power outage there.
Police arrived to bring the situation under control.
The ANC's Thabani Nyawose had earlier been elected Speaker.
The council was trying to move onto the election on other office-bearers, but proceedings were riddled with bickering and other disruptions from some councillors.
"Those individuals who came in and toyi-toyed wearing the t-shirts of the ANC is a matter the ANC is going to investigate; who are those individuals and who transported them to the venue so that we can deal with those accordingly," says ANC provincial spokesperson Nhlakanipho Ntombela.
The council sitting has been postponed to Wednesday.
