Sixty-five alleged instigators of the unrest two years ago lined up in the Durban Magistrates' Court on Friday.
They are facing charges of conspiracy to commit public violence and incitement to commit public violence.
The State has also added counts of terrorism, sedition, and conspiracy to commit murder
The riots in July 2021 began in KwaZulu-Natal before spreading to Gauteng and coincided with the jailing of former president Jacob Zuma.
Shops were looted and property vandalised over several days, costing the country's economy billions of rands.
The case was adjourned to 30 January 2024, when the accused will make their first appearance in the Durban High Court.
