Like the owner of this Honda Civic, which is being secured by a padlock and chain attached to the door and wheel.
According to the person who filmed the video, nobody knows if the car was locked or if the chain was on for extra security. The assumption would maybe be the driver couldn't lock the door and put that chain on to discourage thieves from stealing the car.
