KwaDukuza's mayor says the Stanger community is battling to come to terms with the gruesome murder of a seven-year-old boy.
Lindile Nhaca has described the killing of Philasande Shange as unjustifiable and barbaric.
The child went missing on Thursday after he was seen playing with other children.
Mutilated remains, believed to belong to Shange, were found in Ntshawini on Sunday.

The family says they received an anonymous tip-off via SMS on where to look for him.
"With the finding from the police we are more than convinced that this is an act of criminality,” Nhaca said following a visit to the Shange family.
“Working with the police we have intensified the investigation of this case and the deployment of six investigators who will look into the matter.”
