The World Bank's Sebastian Dessus says it is important that tertiary education enrolments increase in the near future.

"When you look at the number of pupils who got their matric with exemption or bachelor pass and you compare that with the number of students who enter university for the first time, you see that the ration has been going down," he said.

"The proportion of academically eligible students who are able to enter university has gone down in recent years."

He says according to the World Bank's human capital index, South Africa ranks 126th out of 157 nations in the quality of basic education.
