They are deliberating the matter at the International AIDS Economic Network Conference taking place today in Durban.

The gathering comes three days before the International AIDS Conference in the city.

Executive Director of the Health Economics Research Division at UKZN Professor Nana Poku says one of the key drivers of change is investment.

"More importantly we need to also focus on prevention. This for me is the big key that should come out of this meeting.

"As we look at the projections around new commitments that Africa is at the forefront of notwithstanding the dip in global financing for health - they're going to continue to finance the AIDS epidemic at a level required to make sure that its brought under control. They're showing great leadership here," he said.
