Metalworkers union, Numsa is expected to soon announce whether it will contest the 2019 elections or not.
This comes after the Independent Electorate Commission (IEC) gave the union the go ahead to register this week.
The IEC had initially denied the union's application to do so back in July over issues it had with its logo.
Hlubi-Majola says that the party's primary focus at the moment is to build a solid political party.
"We are going to have a launch in Congress. At that launch in Congress, our members will make a decision about whether we will participate in the 2019 elections. They will also make a decision about who will lead the party. At the moment, we have interim structures. No one has been formally elected into leadership - these structures have been created so that we can actually begin the work."
