Mashatile: Malatsi yet to explain B-BBEE move

Deputy President, Paul Mashatile, said the Minister of Communications has yet to brief the cabinet on the recently announced ICT reforms process.

Solly Malatsi issued a gazette to review andpotentially ease B-BBEE licensing requirements for satellite service companies.

The regulations have so far prevented Elon Musk's Starlink internet service from operating in the country.

Members of Parliament have criticised the move, arguing that the minister may have overstepped his authority by issuing a policy directive without going through proper legislative processes.

Answering questions at the National Council of Provinces on Thursday, Mashatile said they are still waiting for the minister to appear before the cabinet.

"There's no minister who has any power to change any law through regulations. So, the minister, if he insists that there's something that needs to be changed, will come to cabinet because he is now tinkering with the law," said Mashatile.

"That is where we are. Nothing will be changed unless the cabinet decides it should be so."
