The department's spokesperson, Ncumisa Ndelu says a concerned member of the public brought the material to their attention.

"The [online user] expressed his desire to have sex with a child and for Parliament to revise the law on rape so that they can rape legally without facing any consequences," Ndelu said.

The MEC's urging parents to monitor their children's access to the internet.

Ndelu says while the department would like to probe this matter further, it's difficult to police social media.

"I think perverts are thriving on the cover that's provided to them by social media. We must all be on the lookout and report them to Facebook as well. Facebook does allow people to report unfavourable material and those accounts are then closed," Ndelu said.
