Khehla Sitole: Intelligence report on July unrest was not picked up

National police commissioner Khehla Sitole says there was no intelligence report prior to the July civil unrest.

Sitole on Tuesday returned to testify at the South African Human Rights Commission’s hearings into the violence.


"A report that was explicit to say here's an unrest coming in terms of this modus operandi.


"Such a report was not picked up by all the intelligence because the actual modus operandi could not be advanced before."


He says he did receive a report during the unrest.


Sithole says he informed Police Minister Bheki Cele that the modus operandi was to spread the violence to the rest of the country.


"There was unrest in progress and there was looting. There was instability in the country and the plan was intended to provide a response."
