Muthambi is also accused of spending R300 000 of taxpayers money to fly friends and family members to her budget speech in May.

Committee chair, Makhosi Khoza says she was with Muthambi in Cape Town this morning.

"She did not tell me that she was not going to come to the meeting and my understanding was that she was down here in order to attend this particular meeting. To me, that is fruitless and wasteful expenditure," she says.

The department's director-general also didn't turn up.

The DA's Mike Waters says Muthambi must be subpoenaed.

"Its a dereliction of duty - the fact that she has promised to come here to table a report verbally about the concerns that many members of the public and members of parliament have, and it's just simply giving us the middle finger by not appearing here today," he says.

The EFF's Hlengiwe Hlophe says it's unacceptable behaviour by Muthambi.
