MEC Siboniso Duma says that, in some cases, developments have been put on hold for years for various reasons.

He says they're working with municipalities to speed up the completion of projects and has issued a warning to contractors, saying they risk losing their developer status if they cause unnecessary delays.

Duma says they've stepped in where district municipalities failed to provide funding for bulk infrastructure.

Speaking at a media briefing in Durban on Monday, the MEC said they've spent more than R1 billion on electricity, water, and sanitation—bulk services that usually fall under municipalities.

"We wish to mention the following projects as an example: Thubalethu under Umthonjaneni Local Municipality: King Cetshwayo said it will take them 15 years to provide bulk infrastructure. As the department, we have said, the people of this municipality cannot wait any longer.

"It is for this reason we have allocated R61 million for the installation of bulk water services and another R19 million for the construction of water infrastructure in the area. We have also invested millions towards the provision of electricity. The work has started."
