The proposed policy looks at providing what’s known as Comprehensive Sexuality Education and has attracted controversy - in particular because it includes educating girls about abortion.

But the department’s spokesperson, Elijah Mahlangu, says it's aimed at providing an age-appropriate, culturally-relevant and right-based approach to sexuality and relationships as well as ensuring pregnant schoolgirls can complete their basic education.

Mahlangu says this policy takes into account existing legislation and that the department can't be selective about what information it makes available to pupils.

"If you are already pregnant, it means we are also going to talk about options that are available. Sometimes, people forget the fact that some of these learners fall pregnant as a result of rape and some as a result of gang rape.

"Some of them fall pregnant at primary school level where their bodies are not even ready. So options need to be considered by parents - do we terminate? yes or no - and what is there to be considered," he said.
