The ConCourt also ordered that the NGO and the SA Post Office are admitted, as friends of the court.

Corruption Watch’s Leanne Govindsamy says they want to ensure those responsible for the crisis are held accountable.

"The minister must now file an affidavit explaining why she should not be cited in her personal capacity, and be responsible for the costs of the application. This is quite important because there's been a huge administrative failure, and this is what the court is trying to address," she said.

Meanwhile trade unionist, Zwelinzima Vavi, says the ruling was not unexpected.

"I think the the judges, like South Africans, realized that there was nothing they could do except to grant the further 12 months to CPS, and therefore to Bathabile Dlamini's friends. Not doing that would have been completely illogical," he said.
