Cyril Ramaphosa says the next budget, which will be tabled later this month,
will be significantly different from those delivered in previous years.

Finance Minister Enoch Godongwana, who recently reversed his decision to raise VAT by 0.5 percent, will present his revised budget and fiscal framework on 21 May.
This will be Godongwana’s third attempt at tabling the country's spending plans before Parliament.
Ramaphosa spoke at the official launch of Operation Vulindlela’s second phase in Pretoria on Wednesday.
"The minister will deliver budget at 3.0,” he said.

“It's a budget that is going to make us look forward. It's a budget that's going to commit a lot of money also to infrastructure.”
"And you could say for the first time in many years, we are now going to be able to spend up to a trillion rand on infrastructure over the medium term.
"Growth is the only way to achieve fiscal sustainability and social progress in our country, and this budget will speak to that."
