Should we be paying for service delivery if we do not receive it?

After hearing about the poor service delivery to residents in Umlazi, Damon decided to pose this question on Monday's Big Debate, and wants to know what your thoughts are?
According to ECR Newswatch, the recent refuse collectors strike in Durban angered residents in numerous townships along the East Coast after their refuse hadn't been collected for over two weeks.
The strike has been attributed to DSW employees demanding permanent work positions, but the structure they fall under only provides temporary employment.

Yes, I understand that everyone has a right to strike - in a peaceful manner of course, but what happens to those hard-working taxpayers who pay their bills every month when there's a strike, they don't get the adequate services that they pay for?
With rubbish strewn across streets and residents complaining about the filth in their area, when there's a municipal strike, should we be receiving a rebate on our municipal bills?

In all fairness, why pay for a service when it's not being delivered at all? I'd love to know your thoughts.
