State Capture Inquiry hears of Durban businessman's attempts to extort millions

The state capture commission has heard of Durban businessman, Thoshan Panday's alleged attempts to defraud the provincial SAPS of R15 million.

Former KwaZulu-Natal Hawks head, Johan Booysen has testified that Panday had pushed for the release of the money. 

Yesterday, Booysen gave evidence about how the tender and procurement process would often be flouted by KZN SAPS so contracts would be awarded to the controversial businessman who would also inflate invoices and charge for services not rendered. 

Booysen says in one particular case Panday had increased pressure to see his fraudulent millions paid out - leading to a sting operation that saw every meeting between SAPS and Panday recorded via camera and audio equipment which led to the successful arrest of Panday.

Booysen told the commission that despite mountains of evidence, including computers and bribes, Panday managed to escaped going to jail after his case was withdrawn. 

"A number of these recordings had to be transcribed. I think was a white person that had done the transcriptions. If you don't live in Durban, and know the language here - you might get it wrong. I could see from the transcriptions that an Afrikaans-speaking person had transcribed it. The prosecutor was not happy with that."
