President Cyril Ramaphosa says he hopes the wage negotiations between Transnet and the South African Transport and Allied Workers Union will be resolved soon.
He says he's pleased that a three-year agreement with majority union, the United National Transport Union, was reached and signed on Monday.
But Satawu is still not budging from its double-digit demand, having rejected the 6% offer.
The union says it's going to intensify its strike.
Speaking at the Union Buildings during the state visit by Sahrawi president Brahim Ghali - Ramaphosa said the impact of the industrial action is felt by many.

The President has also again reaffirmed his commitment to solving the country's energy crisis.
This as Eskom says load shedding will remain in place at least until Friday.
"We are fully aware that this has brought a lot of hardship in the lives of our people, but at the same time it has had a negative impact on our economy and that is why we are hard at work to ensure that we are address our energy challenges."
