He had been speaking on the first day of the Climate Change Summit in Durban earlier.
It is hoped delegates at the two-day meeting will come up with effective plans to respond to the growing threat of climate change.
Earlier this year, around 70 people lost their lives due to devastating floods in the province.
Zikalala says the province needs to start by looking at existing programmes that have already been put in place.
