The Hawks say service providers were allegedly paid some R208-million, but the municipality did not receive anything in return.
Gumede and two co-accused were granted R50,000 bail a short while ago.
They face the same charges as nine other suspects, including senior municipal officials, who were arrested two weeks ago.
A media scrum developed after proceedings when reporters tried to photograph Gumede leaving the venue.
The mayor's supporters used their jackets to try and shield her from the cameras.
