The municipality has recently finalised the increases for its basic monthly charges for the 2013/14 financial year.
The tariffs for small businesses have gone up from R47 to R660, while big businesses will have to pay more than R860 from the initial 81.
Energy regulator, Nersa has also given the municipality permission to increase usage rates by 7%.
The municipality allegedly implemented a 10% tariff increase earlier this year without Nersa's permission.
The chamber's CEO Melanie Veness says they're not happy.
"There hasn't been much consultation on the basic charge. When you look at the percentage increase in the total bill, it's quite significant when it is a small business because it's a standard cost.
"The larger enterprises, they will be able to absorb the costs. For smaller businesses they need to, in some cases double their electricity bill," she said.
